Delhi could be clean and developed for less money than is currently spent by agencies such as the MCD, DDA, DJB etc. The difference between India and developed countries is how much of the budget gets lost due to corruption and the incompetence and technical ignorance of public servants.
But it does take civic sense and civic duty. Which we all sorely lack so share the blame equally between gov and yourself.
Even if the roads looked like they do on the bottom picture, after being used by Indian people for a month they will look like the top picture. Indian government doesn't bother funding cleanups of anything because they know the populace will just trash it anyways.
